Then you can download the newest version (which is 7435) and the 7435 to 7609 patch which I have assumed you've done already. First I completely removed the game and deleted the game folder (to make sure all the mods were gone) then reinstalled JA2 through Steam (you might not have to do this if you have a clean install). I had 1.13 installed before but it was an old version.
